Phase 1: Land and Feasibility (Before Any Design Work Happens)

Everything starts with the property. Whether you already own a lot or are still searching, this phase answers the most important question: can we actually build what you want on this piece of land, and what will the site require before we can start?

If you do not own land yet, having a builder evaluate potential lots before you make an offer is one of the smartest moves you can make. We look at zoning restrictions, setback requirements, soil conditions, flood zone designations, and utility access. A lot that looks perfect on Zillow might have a drainage problem that adds serious cost to site preparation. Better to learn that before closing, not after.

If you already own the lot, the feasibility study covers several things that generic cost estimates miss. Zoning verification confirms what the municipality allows by right versus what requires a variance hearing. Soil analysis matters enormously in Central Florida: our soils range from well-draining sand to dense clay to limestone with subsurface voids. What is under the surface determines your foundation design. Tree and environmental surveys identify protected species or wetland boundaries that can restrict where the home footprint goes. Utility assessment maps how far your water, sewer, and electric connections need to run from existing tie-in points: trenching across a long distance or through rock adds up quickly.

By the end of this phase, you should know whether the project is feasible and have a working budget framework that accounts for site-specific conditions on your actual lot, not a generic square footage multiplier. Phase 2: Design and Pre-Construction

This is where the home takes shape, first on paper and then in a detailed set of construction documents. It is also where a design-build firm and a traditional architect-led process diverge most dramatically.

Schematic Design: The Big Picture

You sit down with the design team and translate your vision into preliminary floor plans and elevations. This is the macro stage: how rooms relate to each other, how the home sits on the lot, where the light comes from, how indoor and outdoor spaces connect. Expect several rounds of back and forth as you refine the layout and the design team learns what you actually want versus what you said you wanted in the first meeting. Almost everyone changes their mind about something during schematic design. That is what this phase is for.

In a design-build model, the construction team reviews the schematic plans while they are still fluid, flagging cost implications before you are emotionally committed to anything. The builder can tell you what it means for the structural budget while the design is still a sketch, not a finished set of plans you just paid an architect to produce.

Design Development and Selections

Once the layout is locked in, you move to specifics. Interior and exterior finish selections: flooring, cabinetry style and finish, countertop material, plumbing fixtures, lighting fixtures, roofing material, window style and brand, door style, trim profiles. Mechanical, electrical, and plumbing planning maps out where every outlet, switch, vent, and fixture goes. Structural engineering is especially important in Florida for wind-load requirements under the Florida Building Code. Energy compliance documentation verifies that the design meets the Florida Energy Code for insulation, window performance, and HVAC efficiency.

This is the phase with the most homeowner decisions. Hundreds of them. A good design-build team structures this process so you are not overwhelmed: selections are batched logically, material samples are curated rather than presented as an infinite catalog, and every choice gets priced as it is made so the construction budget stays current. Nothing is finalized in a vacuum.

Phase 3: Permitting

The design package, including architectural drawings, structural calculations, energy compliance forms, and site plan, gets submitted to the local building department. This is not a rubber stamp, and in Central Florida the process demands patience.

The reviewer will have questions. They always do. Your plans will come back with comments requesting clarifications, corrections, or additional detail. Each round of responses takes time. A builder who knows the local reviewers, and who has worked with the specific municipality before, can anticipate what will get flagged and address it in the initial submission, which shaves time off the review cycle. Permitting in Orange County, the City of Orlando, Winter Park, Maitland, or any of the other municipalities around Central Florida each has its own process, its own typical review timeline, and its own reviewers with their own particular concerns. Experience with the specific municipality matters.

Your builder should handle this entire phase. You should not be calling the building department to check on your permit status. That is what you are paying for.

What Most People Do Not Expect About Permitting

The permit phase is not passive waiting. It is an active back-and-forth with the municipality. Every comment from the reviewer requires a response. Your builder needs to be responsive and precise: a vague answer generates another round of comments, which means more delay. Builders who treat permitting as an administrative afterthought rather than a core part of the project timeline are the ones whose projects sit in review for months. When you are interviewing builders, ask specifically about their recent permit experience in your municipality. A builder who has not pulled a permit in Winter Park in the last six months does not know what the current review climate looks like there.

Phase 4: Construction

Permit in hand, the physical work begins. Construction is the longest phase and the one where clear communication between you and your builder matters most. Here is the sequence your project will follow.

Site Work and Foundation

The lot gets cleared. Erosion controls and silt fencing go up, as required by the permit. The foundation gets laid out, excavated, and poured. In Florida, most custom homes use a slab-on-grade foundation: a monolithic concrete pour with integral footings, under-slab vapor barrier, and termite pre-treatment per Florida Building Code. If your lot has challenging soil, a structural engineer may specify a different foundation type, such as a stem-wall foundation or piers. This is determined during the geotechnical investigation in Phase 1, not discovered during excavation.

Framing and Drying In

This is when the shape of the home becomes real. Walls go up. Floor and roof trusses get set. The roof decking, underlayment, and covering go on. Windows and exterior doors get installed. House wrap goes on the exterior walls. Once the roof is on and windows are in, the structure is considered “dried in,” meaning it is protected from weather and interior work can proceed.

This is a good milestone for a site walk with your builder. Walk through the framed rooms. Do the window openings capture the view you expected? Does the room feel the right size now that walls define it? Changes at this stage are far more expensive than changes on paper during design, but far cheaper than changes after drywall is up. Speak up now if something feels off.

Rough-Ins

HVAC ductwork and air handler placement come first. Then plumbing supply lines, drain lines, and vent stacks. Then electrical wiring, panel installation, and low-voltage runs for data, audio, security, and any smart home infrastructure. Insulation goes in last, before the walls are closed. Spray foam insulation has become increasingly common in Florida attics for its air-sealing and humidity-control benefits, though it costs more than traditional batt insulation.

Rough-in inspections happen at this stage: framing, plumbing, electrical, and mechanical, each signed off before drywall covers the work. These inspections protect you. They verify that what is behind your walls meets code. This is not a corner to cut.

Drywall, Trim, and Finishes

Drywall goes up, gets taped, and gets finished. Interior doors, baseboards, crown molding, and door and window casing go in. Cabinetry gets installed. Flooring goes down. Countertops get templated and installed. Interior paint goes on. Then light fixtures, plumbing trim-out, appliance installation, and HVAC register covers follow.

This phase feels fast compared to what came before. Rooms that were studs and wiring a month ago suddenly look like a house you could live in. It is the most rewarding part of the process for most homeowners.

Final Inspections and Certificate of Occupancy

The building department conducts final inspections: building, fire, electrical, plumbing. Once everything passes, the municipality issues a Certificate of Occupancy. This is the legal document that says your home is safe to live in. Your builder then walks the home with you for a punch list review: every surface, every fixture, every door and window gets checked. Anything that needs correction gets noted and scheduled.

Phase 5: Closeout, Move-In, and Warranty

You get the keys. But a good builder’s involvement does not end at closing. You should expect a structured warranty process, not a handshake and a “call if anything comes up.”

Florida law requires builders to warrant new construction: one year on workmanship and materials, two years on major systems including HVAC, plumbing, and electrical, and ten years on structural defects. Many builders offer more than the statutory minimum. Ask what the warranty covers, how claims are processed, and how quickly they are addressed. The answers tell you a lot about whether the builder views the relationship as ending at closing or continuing through the life of the home.

A thirty-day follow-up is standard: minor settling cracks, nail pops, and door adjustments that are normal in new construction get addressed. Your builder should also do a systems orientation before you move in: where the shut-off valves are, how to change the HVAC filter, what the electrical panel layout means, and what maintenance items are on you versus covered under warranty.

In the traditional model, you hire an architect. They design your home. You take those plans to multiple builders for pricing. The bids come back. There is almost always a gap between what the plans cost to build and what you expected. Value engineering begins. The schedule stretches while everyone reworks the numbers.
